Who Needs a License?
Corporations and limited liability companies that offer engineering or land surveying services must obtain from the board a certificate of authorization to practice engineering or land surveying or both in the state of Washington.
Corporations and LLCs must be registered with the secretary of state and the department of revenue and have a unified business identifier (UBI) number prior to applying for a certificate of authorization.
Professional service corporations and professional limited liability companies, sole proprietorships, and partnerships are exempt from applying for certificates of authorization.

Requirements
- Your firm must register with the Washington Secretary of State (sos.wa.gov) and obtain a Unified Business Identifier (UBI) to include with your application to the board.
- Your firm must file a business license application from the Department of Revenue (dor.wa.gov) and obtain the UBI Business ID and UBI Location ID to include with your application to the board.
- Your firm must then submit a Certificate of Authorization (COA) application to the board, online or by mail. Include the Designated Engineer/Land Surveyor Affidavit form to identify the Designated Engineer (DE) or Designated Land Surveyor (DLS) for your company.
- The DE/DLS must be actively registered in Washington State.
