Applicants and licensees say our licensing system is hard to navigate and creates needless delays. Also, because it relies on external vendors, it makes it tough to make any changes, limiting our ability to respond to customer needs. It’s time for a digital transformation.
This is the last tie to the Department of Licensing, since we became our own agency in 2019. They've been both gracious and helpful in making the transition.
- What is it?

The new program is built on the Microsoft Power Platform. It’s an advanced, cloud‑based licensing and customer system, designed by our own staff, to meet the real needs of applicants and licensees. It features:
- streamlined online applications and real‑time status tracking a centralized system that manages, stores and connects with other systems
- a major improvement in users’ experience and a 70–80% reduction in development and maintenance costs
- fast updates, without vendor dependency

We’re targeting the release by February of 2027.

Remember Secure Access Washington, or SAW? It’s soon to be the former secure, single sign-on portal used by the state. It’s been the key to over 300 government services, including BRPELS licensing. SAW will soon be replaced with a much better, simplified, user-friendly system, called “WA.gov.”

May 27, 2026
BRPELS has received two important approvals from the state. First, a Security Design Review was completed and approved by our information agency, WaTech. Second, our Economic Feasibility Study was completed and approved by the Office of Financial Management. OASIS is now approved to proceed! See the above timeline under “How and When?”
June 15, 2026
BRPELS staff are constructing both a large database and 61 accompanying customer forms, which include application and supporting forms. Construction plans include redundancy and cross checks. Timeline is on track for this date.
REMINDER: BRPELS OASIS Licensing plans a maintenance black-out period from January 15th through February 15th, 2027.
